June 10, 2005

Dear Families and Friends,

I traveled to Washington this week with other members of VOICES to attend the 9/11 Public Discourse Project hearings focused on reform in the CIA and FBI. Unfortunately, the FBI and CIA have not instituted many of the intelligence reforms recommended by the 9/11 Commission regarding information sharing and other issues.  Hopefully the PDP hearing and the media coverage that followed raised public awareness and was a call to action for these intelligence agencies.

This week, we actively opposed an amendment that would modify the Intelligence Reform and Terrorism Prevention legislation of 2004.  We supported the efforts put forth by Congressional leaders to protect the Director of National Intelligence’s ability to reallocate personnel and resources based on the threat of terrorism (more).  We are cautiously optimistic that a compromise has been reached between Rep. Duncan Hunter, the principal promoter of the amendment, and Mr. Negroponte to preserve the DNI’s authority. Our advocacy efforts included an open letter to the House Intelligence Committee and press statements. VOICES will continue to play an active role in promoting a bi-partisan effort to implement the 9/11 Commission’s recommendations.

We look forward to attending the second hearing, “Challenges Facing the Director of National Intelligence” in Washington on Monday. We believe, as the 9/11 Commissioners do, that a strong and independent DNI is necessary for reforming our nation’s intelligence services. We will continue to defend his office, and, of course, will keep you updated. Please read our Legislative Update below for more information, and check in to our website for regular updates.

Warm Regards,

Mary Fetchet

Summary of the 9/11 PDP Panel

CIA and FBI Reform

The 9/11 Public Discourse Project held the first of its summer panel discussions on Monday. This panel, chaired by former 9/11 commissioner Jaime Gorelick, focused on the shortcoming of the CIA and FBI in implementing the 9/11 Commission’s recommendations. Of particular concern is the abandonment of the $170 million Virtual Case File project, a high-tech computer system purported to provide FBI agents with cutting edge anti-terrorism capabilities.  Speaking on behalf of the commissioners, Ms. Gorelick declared, "we have been taken aback collectively by the failure of the Virtual Case File… [and] about the degree to which the changes that are necessary have not been implemented." John Gannon, a panelist and former commissioner of the CIA National Intelligence Council, expressed concerns about the continued lack if information sharing among the agencies. He also felt a much stronger effort was needed to attract and retain high quality intelligence analysts and linguists in both the FBI and CIA. Other panelists included former attorney general Richard Thornburgh and US News and World Report Senior Correspondent Chitra Ragavan, who expressed similar concerns.
