The 9/11 Public Discourse Project held the first of its
summer panel discussions on Monday. This panel, chaired by former 9/11
commissioner Jaime Gorelick, focused much of the
attention on the glaring shortcoming of the FBI. Of particular concern is
the abandonment of the $170 million Virtual Case File project, a high-tech
computer system purported to provide FBI agents with cutting edge
anti-terrorism capabilities.
Speaking on behalf of the commissioners, Ms. Gorelick
declared, "we have been taken aback collectively by the failure of the
Virtual Case File… [and] about the degree to
which the changes that are necessary have not been implemented". John
Gannon, a panelist and former commissioner of the CIA National Intelligence
Council, expressed concerns about the continued mistreatment of bureau
analysts. “If you are not an agent,” Gannon said, “you
are furniture”. The panelists felt the lack of strong executive leadership
and oversight has led to the failure of the FBI to enact necessary reforms.
Referring to the Virtual Case File project as an “unmitigated
failure,” former Attorney General Richard Thornburgh stated that

Lehman is a former member of the 9/11
Commission and current member of the 9/11
Public Discourse Project. Lehman has a long and distinguished public
service career, having served as Secretary of the Navy under President
Reagan, and National Security Council staff member for Henry Kissinger. He
is currently the chairman of several boards, including J.F. Lehman &
Company, a private equity investment firm. Lehman was a strong advocate for
the creation of a Director of National
Intelligence, and on Monday, he will moderate a
discussion on the challenges facing the new DNI. We thank John for his
dedicated service to the country and to our families.
