Dear Families and Friends,
 
The bombing in Manchester this week - attacking children and their parents - was another visceral reminder of the unimaginable consequences of terrorism.  The frequency of terrorist acts on innocent people going about their daily routines, most recently this morning in Egypt, is unconscionable.  Since the attack we are working with our international partners to offer our support.  As always, our thoughts and prayers are with those who suffered a loss of a loved one, and with the community who will be supporting them in their recovery. 
 
As families that lost loved ones on 9/11 and in other attacks around the world that have occurred since, we understand firsthand the pain and suffering of these families.  We also recognize the long journey they have ahead in rebuilding their lives and adapting to their new normal.  Survivors understand the challenges in reconciling what they experienced in escaping, and responders recognize the difficulties in processing what they witnessed.  
 
Last week, I was in Ireland participating in the Victim Support Europe Annual Conference along with representatives from 12 countries where we shared our lessons learned in responding to acts of terrorism. The gathering of these remarkable individuals who have dedicated their careers to helping victims' families by assisting them through their darkest hours, supporting them in their recovery and ensuring that justice is served was inspiring.  It was clear through our discussions that our shared goals will only be achieved when non-profit organizations and government agencies build collaborative relationships and work together to ensure that the short and long-term needs of those impacted are addressed. Victims' families were also in attendance, and we share a common belief that we have a moral responsibility to support those affected by terrorism and to advocate for reforms to hold those responsible accountable. 
 
On May 20, we lost one of our beloved 9/11 family leaders, Bill Doyle.  Bill was the father of the late Joey Doyle, who perished at the World Trade Center on September 11, 2001. In addition to keeping the families informed, Bill was a fierce advocate beginning in the immediate aftermath of the attacks.  He devoted his time to numerous issues, including the Victim Compensation Fund, the proper burial of unidentified remains, and assigning legal responsibility to those who funded the 9/11 attacks.  We extend our sincere condolences to his family and friends and will keep you apprised of the plans for a memorial service in Staten Island. 
 
As you celebrate Memorial Day this weekend, we remember all those brave men and women who died in service to protect our country.  I hope you will also remember those innocent citizens from around the world who died in a war without borders - the victims of terrorism.
