On September 9th, Robert Wells, Executive Assistance Director, FBI Counter terrorism Division will provide opening remarks. EAD Wells will join a host of distinguished professionals working in law enforcement, counterterrorism, emergency management, corporate security, and victim-serving agencies.
 
On September 10th, Dr. John Howard, Administrator, WTC Health Program; US Department of Health and Human Services will address the 9/11 Community. Dr. Howard joins our 9/11 Community Partners who have devoted their careers to assisting all those impacted by 9/11.

Executive Assistant Director, FBI Counterterrorism Division
Mr. Wells embarked on his career with the FBI as a Special Agent in 2003. Initially assigned to the Washington Field Office, he played a crucial role in investigating counterterrorism and counterintelligence matters, and also served as a crisis negotiator. Over the past 20 years, EAD Wells has demonstrated remarkable dedication and expertise. In October 2020, he was appointed Special Agent in Charge of the Charlotte Field Office. In September 2022, he advanced to the position of Assistant Director of the Counterterrorism Division.
 
Before joining the FBI, Mr. Wells worked as a U.S. Probation Officer in the Western District of Kentucky.

Administrator, World Trade Center Health Program; U.S. Dept. of Health and Human Services
John Howard is the Director of the National Institute for Occupational Safety and Health (NIOSH) and the Administrator of the World Trade Center Health Program in the U.S. Department of Health and Human Services. First appointed NIOSH Director in 2002, he was reappointed in 2009, 2015, and 2021. Prior to this, he served as Chief of the Division of Occupational Safety and Health in California’s Labor and Workforce Development Agency from 1991 to 2002.
 
Dr. Howard holds degrees in medicine, public health, law, administrative law, and healthcare management, and he has authored numerous articles on occupational health, policy, and law.
